The city of Boston’s top cop on Tuesday proposed legislation that could end one of the nation’s oldest programs that has been a critical tool in fighting the scourge of gun violence, a program that has been criticized as a “slush fund.”

The City Council voted unanimously to approve Bill 24, the Neighborhood Policing Task Force, a $100 million plan to strengthen enforcement and community engagement programs in the city, which includes an expansion of the current gun violence prevention program that already gives the police department money to buy assault rifles.

Mayor Martin J. Walsh’s efforts to expand the program — the largest such citywide effort in the nation — have been delayed for years by state law that allows municipalities to choose the types and amount of grant money they want to use to pay for crime-fighting efforts, according to the lawmaking process.


Walsh proposed expanding the program in 2013 and again in 2014. Although the administration said he wanted to expand the program to include tougher penalties for gun crimes, the proposal has not gone anywhere. It’s now scheduled for a hearing today before the council’s Neighborhood Services Committee.

“We are working with all our community partners that we represent in order to make sure we meet the high standards we set as a city,” Walsh said. “We will continue to make the tough decisions we have to make to keep our city safe and that’s all we can do.”
